Proposed Project Vision
The plan developed over 15 months by the community-led Long-Range Facilities Planning Committee includes two primary facility improvements:
1. Construction of a New Wenatchee High School (WHS) on the Existing Site:
This new facility would address the building’s “Poor” physical condition and significant deficiencies. The construction would occur on the existing site, allowing students to utilize the current building during construction. Conceptual models include an entirely new building or an integration of a modernized Gym and Pool with new construction.
2. Complete HVAC Upgrades District-Wide:
This targets failing and outdated mechanical systems at multiple schools, excluding those where work is not needed (Castle Rock ECLC, Lincoln ES, Washington ES, WestSide HS). These upgrades are crucial to avoid potential fines for non-compliance with Washington State’s clean air energy standards and eliminate expensive emergency repairs.
Cost & Phasing (Estimated)
The Estimated Total Project Cost (The “Big Number”):
The total cost for the HVAC upgrades and the new WHS construction is estimated at $372,875,900, which includes construction cost escalation through 2029 (the projected midpoint of construction).
Estimated Bond Request:
After applying eligible State Matching Funds, the committee recommends pursuing a Capital Bond of approximately $295,000,000.
Estimated Tax Impact:
The committee analysis projects that a $295,000,000 bond repaid over the recommended 15-year term would result in a tax increase of $1.48 per $1,000 of assessed value. This rate is projected to remain flat over the life of the bond.

A Smart Community Investment, Maximizing State Dollars.
This investment provides the local match necessary to unlock approximately $79,000,000 in state funding through the School Construction Assistance Program (SCAP). By utilizing these funds, the district reduces the local cost of the project by nearly 21%. Proactive investment avoids mounting costs from expensive emergency repairs to aging district systems and potential fines for environmental non-compliance.
